Proposed Dover pedestrian safety ordinance draws backlash

“DOVER — It was a full house at the Nov. 10 City Council meeting, as many stood in opposition to a proposed pedestrian safety ordinance.

Preceding the session at City Hall, about 40 individuals protested outside, stating that the proposal is a First Amendment violation and a way to punish the homeless population.

Ordinance 2025-21 was first introduced by Councilman David Anderson, ahead of an Oct. 28 Council Committee of the Whole meeting. It would add a section to city code prohibiting pedestrians from standing on medians for more than two traffic light cycles and from approaching moving vehicles, unless they are already crossing the street.” Click here to read more.
